Who really founded Singapore?

In my opinion I think that William Farhquar was actually the founder of Singapore.Even though Sir Stamford Raffles was with him when he reached Singapore,Sir Stamford Raffles left Singapore after signing the treaty and left Farquhar incharged.Farhquar formed a police force in no time at all in Singapore to mantain safetyness in the country. By doing so, there were fewer people who would have tried to steal from the other villagers as they were aware of the danger of being caught by the police.He realised that there were also many insects which carry diseases with them in Singapore. So he came up with a scheme telling people to kill all of them and he would reward whoever who had killed them. By doing so, he saved many lives as if not for the scheme,many people would have died from these pests when the they bite them and they might have diseases passed to them which may not be cured at all as technology was limited at that time.Whatever Farquhar did was thoughtful and usefull as Singapore transformed from a normal island to a country which now has high rise buildings and drainage systems compared to the Singapore in the 18th century which didnt had any of these at all.Therefore I really do think that William Farquhar founded Singapore.
